SCT

SCT stands for Safety and Health (SH) Checklist for Temporary Workers. An SCT certificate allows you to show that your temporary employment agency considers safe and healthy work to be important.

What and for whom

Do you mediate in risky work or work in a risky environment? Then it is even more important that your temporary workers are safe and healthy at work. And that your client makes this possible. An SCT certificate allows you to show that your temporary employment agency considers safe and healthy work to be important. And you show yourself to be an expert and reliable partner.

You are eligible for an SCT certificate if your SH management system meets the requirements set by SCT. SCT considers:

  • Organisation
  • SHE policy
  • Vocational training, experience, SH training and medical fitness
  • Application, selection, instructions, monitoring and evaluation
  • Accidents involving absence from work
  • Occupational healthcare

SCT is intended for temporary employment agencies that find it important that their temporary workers are able to work safely and healthily for hirers. These are often hirers in the following sectors:

  • Petrochemical
  • Mechanical engineering
  • Electrical engineering
  • Scaffolding construction
  • Civil engineering
  • Metal
  • Process industry
  • Insulation
  • Transport
  • Industrial cleaning
  • Maintenance

The hirer must have authority and supervision over your temporary workers. If you have the authority and supervision yourself, then you require SCC rather than SCT.

SCT is intended for the deployment of temporary workers and not for payrolling. Therefore, payroll organisations cannot be SCT-certified.

For your employees: SIS-SCT

Intermediaries and managers of SCT-certified temporary employment agencies must have a Safety for Intermediaries and Managers SCT (SIS-SCT) diploma. In this way they show that they have basic knowledge of safety, health and the environment and that they are able to apply this knowledge to ensure that your temporary workers work safely and healthily.

Roadmap

You decide whether you want to have an SCT certificate; your client decides whether you need an SCT certificate. Your client can also demand SCT if it does not have SCC itself. Even if you outsource little or no work to companies with SCC, there is every reason to obtain the certificate. Because safety and health at work is good for your company, your clients and your temporary workers.

First perform a baseline measurement by going through the questions for SCT and determining which requirements you do and do not satisfy. You can use the SCT checklist (only available in Dutch) for this purpose. You include the aspects that you do not yet satisfy in an action plan to improve your SH management system.

You implement the action points in the action plan and this will bring your SH management system to the required level.

If you have completed steps 1 to 3, you can apply for certification from a recognised certification body. This body will assess your SH management system by conducting an audit. If you meet the requirements, you will receive the SCT certificate. This is automatically registered in the Central Certification Register (website in Dutch). Contractors can check whether your company has the certificate.

If you do not yet meet all the requirements, you should first implement the identified areas for improvement. Then you can apply for a new certification.

An SCT certificate is valid for three years, provided you continue to meet the requirements. The certification body visits every year to check this in an interim audit. You are required to remedy any shortcomings within three months. If you fail to do so, your certificate will be revoked.

Do you want to stay certified after three years? If so, you will have to be recertified in accordance with the SCT requirements in effect at that time.

In practice

If you have an SCT certificate, your clients and temporary employees can expect the SCT to be more than just a checklist for you; you act consciously according to the underlying objectives and together with your clients and temporary employees you look at how you can implement points for improvement.

Validity

An SCT certificate is valid for three years, provided you continue to meet the requirements. The certification body visits every year to check this in an interim audit. Do you want to stay certified after three years? Then you have to be certified again. You can check the period of validity of your certificate in the Central Certification Register. Your certificate is only valid if it is registered in the Central Certification Register.

SCT and other countries

Belgium

The Netherlands and Belgium have a long tradition of cooperation in the field of Safety, Health and Environment Checklist Contractors (SCC). As a result, Belgium now uses exactly the same system as the Netherlands. Dutch and Belgian SCT certificates are therefore equivalent and valid in both countries.

Other countries

SCT certificates are not valid in other countries.

Costs

Certification costs

The costs of SCT certification consist of:

  • The costs of implementing and maintaining an SHE management system. For example, the costs of training and instructions, information and evaluation.
  • The costs of obtaining the certificate: the fees charged by the certification body and the costs of internal coaching.

The amount of these costs depends on:

  • Your specific situation. Such as the structure and level of your SHE management system, the number of temporary workers and the nature of the work.
  • The certification body that you engage.

Fees

The SSVV charges the certification body a fixed fee for each certificate. The certification body will charge this amount 1-on-1 to you. The fee for SCT 2011/05 is 85 Euro.
